Windows Characther cannot/could not be loaded

hello i'm setting up my server did evrything, xammp phpmyadmin, ALL..
he normaly is online but people cannot come online cause, ore the acc manager don't show, ore when i login and he shows and .. try to play with him, he said character cannot be loaded..
Help pls

reinstall all new pw new database
*Xampp 1.6.6a (best you can have if you hate to resete 24/7)
*Drive armonia to see if it bug, If it bug then its something els dont know then.
*Drive mysql+Apaches
*rip me if i helped (youll need to resete serv u have now...
