Chars magic lvl!! Help rep +++

Help need help, the chars in my ot what ever spell they use they gain 0% at ml! how to fix.

Already I made it but it still buggy I just changed some things in XML/vocations.xml and then the magic came :S

yes right i made atk speed 100 ! is this is the proplem? If it how to make fast atk + ml working?! xD I'll rep++ u but tell me
