Client crash when using rule violations report

Description: When someone report something and you open the rule violations channel after the report is made the client crashes,if the rule violation channel is opened before the report the client works normally.

happen with me too, there is already open the rule vioations channel nothing happens

As I said when I fixed the compiling errors, it's untested, and it's in #ifdef's for a reason, it has to be rewritten.
