Config.Lua not being read

Woke up today haven't changed a single thing however my server won't recognize config.lua

>> Loading config
[Error - ConfigManager::load] cannot open config.lua: No such file or directory
> ERROR: Unable to load config.lua!
>> No services running. The server is NOT online.

I've replaced the file with a fresh copy still not loading. Replaced entire server, still not working.

Not sure what might be causing it, Try running it as administrator? You run it through CMD or by clicking on TFS itself.

Weird, I restarted PC still wouldn't work, noticed I had a windows update, updated windows and now it works? I am so confused.
