I want to give my friend also acces to my database, but with what link does he have to connect?

Right?
And does he have to install XAMPP for that?

He uses your global ip.
What Is My IP Address? - Lookup IP, Hide IP, Change IP, Trace IP and more...
You can check your IP there.

But still you should make so only localhost can connect to phpmyadmin (Security risk)
