connection faild error 10061?

hi i have problem with making tibia server i open all ports..
i put ip in config lua.. file
And problem is when i start server and i want to connect it says connection faild error 10061

you want more information oke her you go
1.I want to open pokemon tibia server for me and my firends
2.I put all ports i need to open 7171/7172...
3.I use DUC no ip for connection to server
4.I put ip of DUC no ip to config.lua and to client for connection
4.I start server and it say that is online
5.But when i want to connect to character list i can't it say connection error 10061
