Linux Cpu 90% with 400 players

Hello people, i need help I need help to know if this is normal, im using tfs based on tfs 0.3.7.
The more players, the more cpu machine uses, the machine is good, the setting is:

Processor: Intel Xeon E5-1620v2 (3.7GHz/core)
» Memory RAM: 64GB DDR3 ECC
» 1° HD: 160GB SSD Intel
» 2° HD: 160GB SSD Intel
» 3° HD: 160GB SSD Intel

Is this normal? my server map have 46 mb and with 400 people, consumes 90% of cpu? can someone help me with this doub?

Its normal for the old clunky 0.3.x servers. You could remedy this a bit by optimizing scripts and doing an in depth analysis of CPU usage by the process to figure out what is slowing down the server.
