Im not that experienced at this kind of functions, but probably something like this?

if isMonster(cid) then
   if isPlayer(target) then
      if getPlayerStorageValue(target,storage) <= 0 then
         setPlayerStorageValue(target,storage,1)
      else
          return false
      end
   end
end
return true

function onAttack(cid, target)

instead of

function onTarget(cid, target)
