Custom Regeneration Boots dont regenerate at all times

Hi, i have custom regeneration boots, i have added ticks and in movement and restart, all works but after a while it stops regenerating, why?

Sorry mesme Didnt see that you wrote, ill post items.xml and movements when i get home
Yes , as ive noticed that everytime you logout it happens and you have to put the boots in the bag and back before it works again

It must be something with your movements, at least that's what I think but I could be wrong.
