Windows Database Problem

Hello.Could someone help me? I need an account manager in my server.But it wont to create.So what do i insert and where?
It is SQLite database.I tried with SQLite Database Manager,but it wont do it.
HELP = REP++

CHANGE TO:

-- Account manager
	accountManager = true
