That site looks English to me.. You wont find a 'cheap' dedicated server, and if you do.. you're probably getting it cheap for a reason. I've seen a few people here suggest serverloft – Servers – Dedicated Servers .. for 99$, it can easily run a Tibia server and more.

btw does it matter where the server is located? cuz i live in usa, and I heard that if i put my ot on a dedicated server there will be no lags whatsoever. Is that true?

No, not true.. If you put it on a good dedicated server with enough ram+cpu+bandwidth to handle it then you'll certainly get better performance then home hosting, but things like poorly coded scripts can affect your server and lag you with a dedicated server as well.
