Anyone recommend this guy? Im interested in started a second world for my server but need something trusted that wont be down in 3-6 months.

all servers is on USA and ppl from EU will lag so i dont recommend hes servers

Not everyone is from EU, People from America will be fine. Also I have a few DS in EU like this:

People from USA with USA/America players need a USA Server, people from UE with UE player need UE servers, what's your point?

The gameserver need to be with low latency (ping) to have a better gameplay, lower ping always is the best gameplay.
 
my point is that in eu you get much more players. and ppl from usa/american can play on eu servers with no lags.

everytime i play on a usa server i lag always.

This depends on your network ISP, all is ping. Of curse USA player can play in UE server because of the Optical fiber of his ISP with good peering to EU, this is not always the same or viceversa. all is ping.

"I can play UE server with ping of 150-250 and lag and isn't the same as play with ping of 20-30ms"

I think you aren't understanding anything about latency (ping) and gameservers.

ppl say always that american/usa servers lags so i dont know. and i know that i am laging when i play on america/usa servers my rl mates are doing it aswell.

Thats why you have a test ip and file to check your ping and download speed
