That means the server is offline. And btw Asprates Ip-changer sux use Talaturens ip changer instead.

According to ots-list.org's status checker it is online. Try with another IP changer.

I've always used Asprate's IP changer and it's nothing wrong with it.
Just "x-mark" the 'Auto' function beneth the client-section and it should be working fine.
