Diference war/no-war system

Ok so here's come a pretty noob question , wat's the difference between a server with or without war system ? the one with war system will have the shield thing? or wat? , Why there are ppl that prefer without war system? and wat's elf war? , i know the last one u need to pay for it , but still i really wanna know wat means those things...
