Different guild war system

Would it be possible to execute a war on a guild with Talkactions?

The guild leader says !war guildname
Then the opposite leader says !accept war

And none of the guild members get frags from killing others. No frag count to end the war.

When they decide to end the war, they can say !cancel war.
