Do I have to have a server or can I just play fallout style?

Depends on server version.
TFS 1.X only supports MySQL so you need to setup a mysql server and create the characters from the database or setup an AAC aswell.

Servers with sqlite you can download any sqlite database manager and create a account or use the account manager (if it exists).

Okay thank you, luckily I just watched a znote tutorial so I know a little but of what your talking about. Doesn't seem too hard.

It'll take you about 10 minutes to setup everything if you know what you're doing...
