Do you need microsoft studio to compile tfs 0.4 or is there any other way

You can compile it with Stian's Dev-cpp repack 0.2 (with crypto++ and 64bit) and by following this Tutorial, but that will only compile it for 32-bit which will not work for big maps and won't have best needed performance.
So visual studio is always recommended.
