Donation item doesnt work... HELPPP!!!

1) I did a donation boots... and i wanted it to add 1000 mana ever second and 1000 health every second what do i do....?! HELP PLEASE!

2) I added this to items.xml

<attribute key="magiclevelpoints" value="10" />

to an item... and it didn't work... is there something else i should do to make it work?!

its stupid cause annoying and if you want to script some equip for some item AND make it affect skills it wont work, BUT its needed for some reason
