Go kill ghouls in the caves of mount sternum, that can be a big money profit, but also experience

I'm level 16, with m lvl 11 (training my m lvl atm)
and 17 shielding ;o
 
Congratulation on the advances.
You should try to get a hold of Darashia minotaurs and make a lootbag.
And afterwards try to make Desert quest, after that you got money for promotion :)

And once you do, buy life rings and go Cyclops and do lootbags over there :p
And you'll level up pretty fast :)
