Try saving the image as a .png and uploading using imgland.net or something similar. People do not want to download anything these days.

Download .NET Framework clean tool to clean up the version you've got installed and shortly after, Install .NET Framework 3.5 or 4

From my past experiences with these damned runtime libraries, I've had to update .NET framework. I had a case once where I had to downgrade ... just for some stupid program I was trying to run. Anyway, you should probably completely un install your .NET and get a fresh one from the website. It would also help to restart your computer after this.

Uninstall ALL your .NET framework versions and install only the 3.5, that will help you.

I'll repeat what they all said just incase, you should probably uninstall Net-framework and then reinstall them. Hope that helped!
