Everyone can put items on the rocks

Hey, I have this problem:

Everyone can put items there, what's the way to fix it?

There are sample bugged items:
You see a stone wall.
ItemID: [372].

You see a stone wall.
ItemID: [381].

You see a stone wall.
ItemID: [382].


Everyone can put everything here :/

try using items.otb from different engine(has to be same client version)

I tried edit in items.otb editor
This is original item 371:

Becasue other tiles where no one can put something have this config. With item 371 it doesn't work and everyone can still put everything there :/
Is there any solution? I don't want to replace whole file items.otb
