Solved External ip adress changes each time my router goes off?

Hey guys, i dont think this is normal but my external ip adress changes each time my router turns off even though i have put my ip on static?

Can someone with experience help me please?

Im not sure what the names are but, the one thats changing is the one people have to get off otservlist.org and copy into otland ip changer to get on my server:/

Then you can just use a no-ip address like fluidsonic posted.
