Fast attack question

Hi there.
i have seen servers that when u move and attack. Then u attack very fast.
Then when u stand still u attack normal. Is there a way to do this.
i mean fast attack while moving ?

in each vocation the atk speed is given in milliseconds, if you put it below 1000 or something, when you then move you will atk faster.

be aware people can just autoclick to atk faster..
