Fastest way to map

I've created a map in GIMP. I doubt this is possible, but does a method exist where I can import that image as a layer in a tibia map where one color maps to grass, on color maps to water, one to mountain, etc.? I am currently doing it by hand in RME, but it will take a very long time. If I could do this, I could get started on putting in the details. and stuff instead of the basic land masses.

If not that, then what is the fastest way to detail the edges of land masses so that they are rough looking/

There was a tool once to convert image to map.

This creates an OTX map, I'm unsure if RME can open an OTX file.
If this is a problem then download SimOnes map editor and convert it to OTBM.

Is there anyway to get the tool? As stated the downloads are broken. Archive.org does not have the pages archived, and Google us not yielding any results.
