Exercise Training already exists for TFS. It should work on your TFS 1.5 NeKiro, so take a look.

Hey are you able to create something similar for the nostalrius distro?

You can do this by taking training in the modal window and the % offline experience script. Use the item on the dummy, the only drawback is that the wand is disposable and cannot be used from a distance. However, you can specify the percentage of experience gained after use. Be creative!
I did it on otx 3.0
