i wish that was true, but ppl still play their servers no matter if there are fake players or not. I'm guessing they pay their way out of trouble.

exactly. My server is a good server, but ppl need enter in this server to continue playing.

If you really need "fake players" for your server to be successful, then your server can't be that good in reality. I don't state that yours is since i haven't tried it yet but maby you understand my point. Imo think of a better way to attract players for your server.

High number of players online is good marketing. It won't save a bad server, but I'm sure it can help a lot a good one. A lot of good servers never become a thing because people don't give them a chance, doing this shady stuff might help. I don't think it worth though, because you can be banned from otservlist, and then it will do more harm than good.
I dont wanna put 1000 players online, because it will be banned faster, i just wanna put around 50 members, only to display in first page to newest members come to otserv playing. It's a free marketing.

I don't really know what to say about it, the one thing i know is that it sucks to join a server and not be able to find others even tho it says on the webpage that there is hundreds of them.
Sure more will join in time since they "believe" it's actually real players so they advertise it to their friends and the playerbase will grow and so on.
But it doesn't matter to people who wants to experience a launch with "real players" and be able to pk and war others the first days, they don't want to run around and look for players that isn't there or just stands still at random locations, (no challenge = no fun), (no fun = they leave the server). // This might not apply to PVE players, even tho it should (what's the point in playing alone) regardless of the worldtype.
So maby they should wait 3 days before they join instead of complaining. Or the server just comes up with a better way to advertise it honestly.
