Is it a autobroadcaster?
If so...Go to your globalevents folder and then scripts and find the right .lua file
and you should be able to edit the text...
I think it's like that, not sure...;D

It's a npc that says it. Or a script.

Check your NPC's for anything named "Server Announcement", etc.

Go data>creature script> scripts > And check if there is any (NEW) (WEIRD)
lua file.
If not.. Then you should check your config.lua
If it doesn't work then pm me
