Green Djinn Quest

I'm trying to do the green djinn quest and i can't find the npc melchior in ank. i'm not sure if u need to talk to him but i went to the fortress and the djinn woodnt talk to em so i think u do....could anyone help me?

He's walking around in Ankrahmun, you didn't look good enough.

Melchior can be a pain in the ass to find, took me bout 15mins.. Just run around all the streets in ank, he can be anywhere on the groundfloor inside the walls.
