They won't take any action against him now, since there is no proof and nor any gamemaster checked at same time when you reported that player, and as Shiro said, you are allowed to block an area for 15 minutes, but if it's for PvP battle and if you still report them, a gamemaster will judge if it's battle defense or violation of this rule as it says in rules, here.
