Help Channel ideas

Just my ideas how can it be improved.

• A normal player can post one message per 45 seconds in a help channel, since tutors can post unlimited messages without timer. It will prevent players to spam and they will finally know how to form a full sentence into one line, NOT LIKE:
  20:21 Xxxxxx [150]: hey
  20:21 Xxxxxx [150]: give me
  20:21 Xxxxxx [150]: some money for
  20:21 Xxxxxx [150]: eq pls
  
• Tutors have an option\ability to mute players on 300-900 seconds. But tutor cannot mute other tutors, since any higher position than tutors can mute anyone.
  Example: Tutors can mute only players. Tutors are not allowed to mute other Tutors, Gamemasters or Community Managers, since Gamemasters and Community Managers can anyone.
• "Clean Chat" command. Tutors would be able to use /cleanchat command, which will remove all messages posted in a help channel. Clean chat will be useful in case of destructive behavior, offensive statement or any other shitty thing including boring Selling/buying advertising spam in a help channel.

YES I'M TALKING OFF TOPIC THERE SOMETIMES.
And it takes 3-6 minutes to joke sometimes, it's not serious thing to me, it's a G A M E.
