In case of Gesior2012 acc. maker, you setup admin account during acc. maker installation (last step sets password to account 1, which is 'admin' account).
Login to account 1 with your password, go Forum page in acc. maker and you will have access to create new threads on News board.

ANYWAY, you should not use Gesior2012 for TFS 1.2. Last supported version of Gesior2012 is TFS 1.4. Older versions will have problems with new PHP versions (8.1+)
