Do you get errors when loading the spawn in Remere or aren't the NPC's in the spawn.xml file?
If you have the NPC's in your server, but they aren't in the spawn.xml file, you can import them by clicking on File, Import, Import Monsters/NPC. Then you can find them in the Creature Palette in NPCs and add them to the map.
