createing website and cant find config.ini file in xampp any idea where i can get the file

Should be php.ini D:

Else xampp/oldhtdocs
and xampp/oldhtdocs/layouts

xampp/htdocs/config/config.ini

First config is folder. Second .ini file.

i get to C:/xampp/htdocs/ but there's no config file
