When you make a gate of expertise make the action id like 014 that means it will work for a lvl 14
EXAMPLE:
action id: 015 this will work for a lvl 15 or action id: 080 this will work for a lvl 80, you get it? hope it helped
and if action id dont work try it on unique but do it the same way!
if the action id: 015, action id: 080 etc doesnt work try action id: 0015, action id: 0080, you know what i mean.

In RME go to the gate of experience and click in properties
Where said ActionID put 1000 + the level required
Example:
if you want it to be LVL 20;
201000 + 20 = 1020
