He has 1700+ mmr which is as good/if not better than 1800psr. If he didn't constantly play with noobs like X..., his psr would be way better.

I mean when I'm playing pubs I outplay these 1750 psrs so easy. Though 1750 mmrs are rly good and not so easy to play against
 
The matchmaking scene is IMO imbalanced in rating still, everyone hasn't achieved their "true" rating yet and therefore people end up playing with people above or below their own skill.
