Hosting problem please help

I got all the port open in my modem 7171 , 7172 ,443,80
in one of the pcs of my house i can host it and upload to otservlist.org whiout problem people can log in etc

in the other pc i open and try to hsot but server show like is offline
any idea , solution , tip?
