Windows Hosting problem

Hey, I use Windows 7, 64 bit. And I have been trying to host some servers and it's the same F***ing problem at everyone. When there is no players online at the server then it works perfectly but when a few players is online then it's starts to crash. Please tell me what's could be wrong and don't tell me to change OS becouse so many others can use W7.

My computer:
Intel Core i5 3570K 3.4 GHz (Ivy Bridge)
Fractal Design Tesla R2 650W 80+ Gold
ASRock Z77 EXTREME4 ATX
Corsair 16GB (2x8192MB) CL10 1600Mhz VENGEANCE XMS3
Samsung SSD Basic 830-Series 256GB
Gigabyte GeForce GTX 560Ti 1024MB OC

It doesnt work for me to download it :/ just the sources

Man I can't download mirror 1 :/ it says "failed - network problem" but the sources works to download
