Why when I put a bid for a house it says something like "You raised the bid to 650 000 gold, but the previous bidder has a higher bid than that. You may place a new bid if you wish." And no matter what's my bid, it always says this.

You need to over bid the highest bidders real bid. The visible bid is the lowest possible (what the top bidder will have to pay). If his real bid is 1kk, and you bid 900k, you will raise it to 900k so that he will have to pay that but he is still the top bidder because his real bid is 1kk. To overbid him, you would have to bid at least 1kk and 1gp (and if you would bid anything above that, it would show you as top bidder with 1kk and 1gp). You can't know what his bid is until you overbid it.
