how can i install openssl in devc++?

im getting this error when compiling tfs with devc++ and i searched the problem and i found out that i have to install openssl, i downloaded the package but dont know what to do with it someone please tell me what to do with it :) im using Stian's Repack Dev-Cpp 0.2, 64bit, and im trying to compile trunk.r3884
