How can I make other people access to my website

Hay all I guess this is my second Thread about the question so I really need an answer please
I made my website but when other people try to access to it it just says to them Error 403
so how can I fix it ?
and what is the port 80 ?
someone please tell me how to put my server online with no error with explain for everything cuz I'm new in this and thank you all

Port 80 == Apache

So you have to open port 80 to run apache server
and in your no-ip.org
make it predirect port 80
to active your website with port 80

that's mean when I make port 80 at no ip and change the port in xampp to 80 anyone when try to open my web will find no errors ?

Port 80 is the default port for webservers like XAMPP.

Your router can also use port 80 if you run it with 'Remote Access Management' if so try to login to your router and turn that option off, or change port of webserver.

Also remember to open the port in your firewall it might block something, or turn it off.
