How can i open my test server just only on my pc

My friend gaved me a test server but its ip is edited so how can i open the test server and change its ip and i just want to open it on my pc to test my own scripts :/
so please i need some help

Just open the config.lua and change its ip to 127.0.0.1

i think he don't need this hex
if he had the fully server he can change ip in config.lua to 127.0.0.1
and install xampp or uni server
and install his new database
and make his own server
and test scripts
