This is the one I use (I think it's blackdemons), pretty simple just open your tibia.pic that's located in your tibia folder, then you can import/export pics.

I use it for my 8.5 version

Step 1
Open Pic editor.exe

Step 2
File>Open

Step 3
Find your tibia directory, open the tibia.pic with pic editor

Step 4
Scroll thru the pics with the < and > arrows

Step 5
Find the pic you want to edit, and export it to the desktop

Step 6
Open it up in paint or photoshop or something and edit away!
