how do i make someone a gm on tfs 2.0?? or how do i acces players accounts??? cause befor i use to got to data accounts and accese one or go to players so how do i do it on this server???? cause i have no idea how to open a .DLL file ether

It's not done via individual files.

If you're using SQLite, open the database with an SQLite manager, and edit his account type, and player group.

character group id = 2 -- gm character

account acctype = 5 -- cm account
character group id = 3 -- cm character
