how do u view the account list in sql?

i new to sql servers and want to know how to view the account details so i can make a character a different access level.

its not folder accessable.
In sql you have a phpmyadmin page (http://localhost/phpmyadmin) where you can administrate accounts, players and many other things.
There is a tutorial for how to start a sql server, it might help you along the way
