how do you use deprecated item id's?

i am trying to figure out how to use deprecated items (id 102, 105, and so on.)

i have otitemeditor 0.5.2 for 8.6 with 9.1 plugin. i have seen other people talking about reusing the item id's in "deprecated" and i wan't to know how to do it.

my server is 9.1 and i have max items allowed (13995) if i make item 13996 it debugs when the item appears, so i'm pretty sure that is the max. I wan't more items though, so i would need to use deprecated item id's.

please help, thanks

---UPDATE---

but my otitemeditor doesn't work like that, nothing happens when you right click the item number, and changing anything with the buttons or check marks doesn't stay. if i change id 102 to splash with dropdown, nothing happens after i do the steps he listed.
