How does one make poisonbomb stall/freeze a character moved by mouse-click?

How does one make it so that when a firebomb, poison bomb, energybomb spell is thrown perfectly on a character which is being moved by mouseclick the character would stop moving? It would be either a monster casting the spell, so it would be perfect.

If he's using keys he would of course keep moving.
