How i can alter skill gain on source?

I did used tfs 1.0 a long time, but no when i migrated to tfs 1.2, the skill gain is different but the rate(in config.lua) is the same of 1.0, and my players are gaining skill slowly too much.
Anybody can help me to alter that? A many thanks!
