I have a question how many people that played without lag on that hardware
AMD Phenom X4 II 945 Quad Core 3.0 GHz
Ram 2x2GB DDR3 1333 Kingston
Windows 7 Ultimate
Internet downlad 6 MB and 512 Kbs upload
Map size 18 , 1 MB

ok, but seriously... 512kbps is around 60KB/s, which means to be safe 50, depending if people are hunting in a group etc (lots of action on multiple people's screens in the same place = around 5KB/s to each player there)
you could push for 55, but 50 would be a safe limit if you want people to not complain about lag and such
