How to compile ddraw dll

good morning, I downloaded this source from ddraw dll, but I didn't understand how to compile it, could someone explain it to me?

I managed to compile, but when I open the client this error appears. "Could not find the DirectDrawCreate procedure entry point in the dynamic link library." Does anyone know if any lib is missing when compiling?
