How to enable to senior tutor can enter on ClosedServer ?

how i can enable to senior tutor connect on Closed Server ...

You can set CanAlwaysLogin flag.

Check your database and retrieve the senior tutor flag number.

Input the flag values here:
Flags and Custom Flags generator

Then check or uncheck any priviledges you want to give them.

And update your database with the new flags.

Edit: Not sure if priviledge flags are stored in the database on TFS 1.0+
